Northern Powergrid heat-map data: thermal headroom

Thermal headroom per site from NPg's heat-map process: generation headroom from firm capacity, the reverse-power-flow factor, minimum net demand and accepted generation downstream (MW); demand headroom from firm capacity, maximum demand and accepted demand downstream (MVA). Upstream constraints can cap a site's headroom, and headroom is not published below zero. Accepted (contracted) generation and demand are netted off; the includes_* flags stay unset because accepted capacity is none of reserved, allocated or pre-reserved. Voltage and fault-level constraints are rated separately (RAG), not netted off.
