What is withheld, and why

Nothing is withheld. Values are served with the attribution the licence asks for: Bron: Fluvius — Open Data, 'Lokale productie per gemeente' (opendata.fluvius.be, dataset 1_33); datum van de laatste bijwerking: source_effective_at van het record. Keep it with any figure you show.

Fluvius's own licence (not CC BY, not the Flemish model licence) grants a free, worldwide right to reproduce, redistribute, adapt and exploit commercially, on condition that every reuse names Fluvius and the date of the last update, does not suggest endorsement and does not mislead about the source or that date. The date is each value's source_effective_at (the end of the peildatum month) beside the dataset's data_processed; the attribution must be shown with it. The licence calls the right 'persoonlijke' beside explicit redistribution rights — a nuance for legal review. The www.fluvius.be website terms (reproduction forbidden) do not govern this dataset, which carries its own licence.

The operator’s own caveats

The municipality is Fluvius's derivation from the postcode of the delivery address: 'De hoofdgemeente wordt bepaald aan de hand van de postcode waar het punt zich bevindt'.
The count is taken with the data available in Fluvius's systems at the end of the stated month.
